Health & Safety Officer will be responsible for ensuring that the workplace is compliant with all relevant health, safety, quality and environmental regulations, standards, and organizational policies & procedure. The role involves identifying hazards, assessing risks, implementing preventive measures, and promoting a strong health and safety culture at projects.

- Bachelor’s degree in Occupational Health & Safety, Environmental Science, Engineering, or related field.
- NEBOSH IGC / IOSH Managing Safely or equivalent certification.
- Knowledge of ISO 45001:2018 and ISO 14001 standards.
- Proficient in MS Office and report writing.
Required experience:
- Minimum 2–4 years of relevant experience in health & safety (industry-specific experience preferred).
Duties & Responsibilities

- Coordinate with Project Manager/Site Supervisor regarding day to day work to be done and ensure Tool Box Talk before execution of work.
- Ensure availability of Statement of Work (SOW) are Safe System of Work (SSoW) are available and being followed.
- Ensure all types of emergencies are identified and appropriate emergency response plans and arrangements as per relevant emergency are available.
- Ensure all employees and other relevant interested parties are aware about emergencies and their response plans.
- Conduct drills and ensure readiness of safety equipment (firefighting, PPE, alarms, etc.).
- Ensure availability of Medical facility and trained Frist Aider at site during work.
- Deliver site induction to employees, subcontractors and visitors and ensure safety of all interested parties at site.
- Ensure arrangements for wild animal such as snake, rabid dog, scorpion, mosquitoes etc.
- Ensure appropriate Job Hazard Analysis (JHA) is available for all interested parties.
- Ensure appropriate permits to work are taken before execution of work and being followed.
- Ensure appropriate safety precautions/measures are taken as identified in procedure/risk assessment/PTW and being followed on daily basis.
- Conduct daily rounds of project to ensure compliance with occupational health, safety, environmental and quality procedures and prepare visit report and inspection report on daily bases.
- Identify hazards and recommend corrective and preventive actions.
- Follow-up of Corrective and Preventive Actions.
- Monitor implementation of safety measures and report non-conformances.
- Ensure appropriate safety signage are displayed and all employees and other interested parties are using appropriate personal protective equipment (PPEs).
- Report all near miss, incident and accident to relevant Project Manager, Site Supervisor and QEHS Manager.
- Coordinate with Contractors’ HSE Responsible persons for the implementation and maintaining HSE related SOPs.
- Ensure contractors’ labor working as per defined Safe System of Work.
- Ensure Contractors’ labor is using appropriate PPEs during work.
- Report any violation by contractor or its labor immediately to QEHS Manager.
- Remain available to all individuals at project in case any individual has any HSE concern and discuss relevant reporting authority for solution.
Reporting Responsibilities

Daily Reporting:
Conduct and record site safety inspections and submit Daily Safety Inspection Report.
Report any unsafe acts, unsafe conditions, near misses, or incidents to the QEHS Manager and Project Manager.
Update daily Toolbox Talk records, attendance, and PPE compliance.
Record daily Permit to Work (PTW) status and Job Hazard Analysis (JHA) verification.
Upload photographs of safety compliance and violations (if any) in project documentation.
Weekly Reporting:
Prepare and submit Weekly HSE Performance Report summarizing inspection results, incidents, corrective actions, and preventive measures.
Conduct and log weekly site safety meetings with project teams and contractors.
Review and verify contractor compliance reports and PPE issuance records.
Update emergency preparedness records, firefighting equipment inspection logs, and first aid box inventory.
Review and track the implementation status of open CAPAs (Corrective and Preventive Actions).
Monthly Reporting:
Submit Monthly HSE Summary Report to QEHS Manager and Project Manager highlighting trends, risk areas, and improvement actions.
Conduct and record monthly safety drills and training sessions for staff and contractors.
Update and review HSE KPIs, including accident frequency rate, incident rate, and compliance score.
Review risk assessments, SSoW, and PTW systems for necessary updates.
Provide recommendations for continuous improvement in workplace safety, hygiene, and environmental control.
